            When Wake Forest agreed that Raleigh should own the water and sewer systems, commissioners projected that adding the fees and rates from 1,000 new homes a year would allow the town to pay off the $19 million debt faster.

            Then, as it has become clear the newer, larger homes with more bathrooms but especially with outdoor irrigation use more water each day, the commissioners have scaled back the preferred growth, wishing to see 800 or fewer homes built each year.

            This year the town also has come close to the maximum amount of water allowed until 2010 under the contract with Raleigh. That maximum amount is 4.91 million gallons in a day; at least twice during July Wake Forest residents used 4.5 mgd.

            Because of that increased use over what town officials projected in 2005, Deputy Town Manager Roe O’Donnell has warned the town will most likely have to buy additional water capacity in 2009, as much as 1.5 million gallons or as little as 800,000 gallons, depending on water use. Raleigh is presently selling water capacity at $5 a gallon.

            The trend since 2004, when the town issued permits for a record 1,116 dwellings and had a 15.6 percent increase in homes, has been fewer homes each year. In 2005 there were 1,005 residential permits issued with a 12 percent increase; in 2006 there were 906 permits issued for a 9.8 percent increase. All the figures are unofficial and taken from the monthly building permit report.

            If builders add 800 homes this year to the 10,183 at the start of 2007, the growth rate will be 7.9 percent.
