During 2006, the Town of Wake Forest
issued 906 residential building permits
to bring the town’s dwelling unit stock
to 10,183 from 9,277 at the end of 2005,
a one-year increase of 9.8 percent.
When all those homes are
built, it could mean a town population
of 24,567, allowing for 2.66 people in
each home and a vacancy rate of 9.3
percent.
These are not official
figures but are taken from the monthly
building permit report and reports
issued by the Wake Forest Planning
Department. The U.S. Census estimated
the 2.66 people per home in 2000.
Since population numbers are
tricky, it very well may mean that the
population estimate above is high. This
week Jack Hagel in his Real Deals column
in The News & Observer wrote that
Demographics Now, a consulting firm,
says the town’s population will reach
23,800 by 2011. That figure would be a
24 percent increase in the next five
years, about twice the rate of the
Triangle as a whole, the Demographics
Now report says.
On the other hand, the
town’s planning department is using a
population figure of 22,784, calculated
in mid-July.
The building permit numbers
are smaller this year than in the two
previous years. In 2004, the town saw a
15.6 percent increase in the number of
homes with 1,116 residential permits
issued. In 2005, the growth was 12
percent with 1,005 residential permits
issued.
The numbers may spike in the
next few years as some large
developments that are not yet approved –
the Alexan at Ligon Mill with 288
apartments and Holding Village with
1,200 homes of various types – are
built.
Also in the next two to
three years, several approved
developments will be built. Austin Creek
has approval for 618 homes but has not
yet pulled the building permits, Bishops
Grant plans another 200 homes, Bowling
Green plans just over 300, the Dameron
property and Heritage North together
will build well over 1,100, Heritage
South plans 380, Reynolds Mill plans 125
homes, Shearon Farms plans 350
townhouses and apartments, and Stonegate
at St. Andrews has plans for 404
single-family homes and 217 multi-family
homes.
Planning Director Chip
Russell’s spreadsheet for ongoing and
future residential projects had 6,180
approved homes as of Dec. 18. The
developers for those 50 projects –
single -family and multi-family homes –
have not yet requested building permits.
Russell is quick to note
that interest rates, the overall economy
and the housing market across the
country will affect just how fast these
homes are built – and that many may not
be built if there is not a demand.
The number town officials
are watching is the number of homes
connecting to the water system, and for
the year that was 815, just a tad over
the 800 they aimed at because that will
stretch the water supply to 2010.
The major constraint on Wake
Forest’s growth is the water and sewer
merger agreement with Raleigh, which
caps the town’s water use per year at
4.91 million gallons per day of peak
use. That allocation continues until
March 31, 2010, when it will be
increased by 4 percent annually for 10
years.
The increase in the number
of residential lawn irrigation systems
along with the drought late in 2005
combined to increase the town’s peak day
use. Town officials have responded by
seeking a number of ways to cut peak
use. Those include restricting future
developments to 40 building permits per
subdivision per year, strongly
discouraging individual irrigation
systems that use town water and strongly
encouraging developers to include water
conservation measures in their plans.
The 96 permits issued in
December – 68 single-family homes, 23
townhomes, four duplexes and one mobile
home – are listed below. SFD stands for
single-family dwelling. The list shows
the permit holder, the type of
construction or inspection, the address,
the subdivision, the creek basin and the
estimated cost of the construction not
including the land. The estimated cost
is not always included and is not
required.
If the creek basin is listed
as Franklin County, that indicates the
home is connected to the Franklin County
water system. Much of the Richland Hills
subdivision on Wall Road is being built
in that county with that county’s water.
