            This comes at a time when the town board has made reducing the pace of residential building one of its three concerns about growth management. The goal is to build no more than 800 dwelling units – apartments, townhouses and single-family houses – each year.

            About 1,000 building permits were issued in each of the last two years. At that rate, the town will only have enough water to permit building homes through 2008.

            Under the merger agreement with Raleigh, Wake Forest has a limited amount of water, 4.9 million gallons a day until April 1 of 2010 when the daily water allocation increases by 4 percent.

            During merger discussions a year ago, the commissioners said increased growth – 800 to 1,000 new homes each year – would provide more ratepayers to pay off the $19-million cost of Raleigh’s ownership.

            They did not take into account the increased per-household use the town has seen as well as increased residential lawn irrigation.

            Last summer, Wake Forest water customers used a peak of 3.79 mgd. Planners must base their calculations on peak use, meaning Wake Forest has only 1.1 mgd before it is out of water for new customers.

            During last month’s town board retreat, Planning Director Chip Russell said the 1.1 mgd translates into 3,200 homes.

            For some comparison, in 1996 there were 3,317 homes in Wake Forest. Since then the town has added 5,944 homes.

            The 66 permits approved in January were for 16 subdivisions. Most were for one, two or three homes, but there were 18 permits for Thornrose on Forestville Road, nine for Stonegate,  and eight each for Richland Hills and Dansforth.
