            This makes a total of 604 residential permits for 2006, but it is difficult to say whether the town will reach or match the numbers for the past two years. In 2004 there were 1,069 residential permits issued; in 2005 the number fell off slightly to 964.

            In August of 2004 there were 50 permits issued for an eight-month total of 659. In August of 2005 there were 85 issued in August for an eight-month total of 570.

            The total residential permits through the end of August may be 604, but the number town officials are watching is the number of homes which will use town water. That figure is 514 thus far, and the town board has a goal of keeping that figure under 800 for the year.

            The difference between the total of residential permits and those on the town system is the homes in Richland Hills. They use water from the Franklin County system drawn from Kerr Lake – the Roanoke River basin. The waste water flows down the Richland Creek sewer line into the Raleigh system where it eventually reaches the Neuse River, an inter-basin water transfer that jumps the intervening Tar River basin.

            The town commissioners want to curb the number of homes using our Raleigh-owned water system because water use has grown unexpectedly since the water/sewer merger a little more than a year ago, largely due to bigger houses and much more lawn irrigation. Until April of 2010, the town has contracted to use no more than 4.91 million gallons on any peak day – and we came within 1.1 million gallons of that on the peak day in 2005. Purchasing more capacity would cost $3-plus for each gallon.

            Town officials have cut the number of building permits for each subdivision from 50 to 40 per year, and they are about to consider a number of water conservation measures that would be permanent.

            It is the total number of new dwellings, however, which impact the rest of the town’s infrastructure and services: streets, electricity, police and fire service, parks, recreation programs, stormwater, planning, inspections and engineering.

            The following permits were issued in August. SFD stands for construction of a single-family dwelling. Each item contains the name of the builder, the type of construction, the address, the subdivision, the drainage basin and the estimated cost.

            The reason for all the permit renewals, inspections technician Rhonda Alderman said, is because the builders had applied for permits late last year in order to take all 50 permits allowed in a subdivision during a year. “They have six months to start building,” Alderman said. If they do not begin construction, the permit can lapse unless they renew it.
