Russell was right. In mid-May he told
the comprehensive planning committee the
pace of building permits would pick up
in May as builders looked forward to the
fall’s Parade of Homes.
During May, the town issued
156 permits for residences – 19
townhouses and 163 single-family homes.
The important figure for the
town planners and commissioners is the
number of homes that will use the town
(Raleigh-owned) water system, and that
number is 122. Thirty-four of May’s
homes are in Franklin County and will be
connected to that county’s water system.
For the year, of the 432 building
permits issued, 76 of those are to use
Franklin County (Kerr Lake) water.
That leaves 356 homes this
year to become Wake Forest water users.
If the demand for building permits
remains fairly steady, it could mean the
town will add about 800 dwelling units
on the water system.
That 800 number – plus water
conservation – is the target the
planners and commissioners believe will
reduce the peak-day water demand number
and therefore allow residential
construction to continue without
constraints through the spring of 2010.
When Raleigh and Wake Forest
signed the merger agreement last year, a
key clause said the town was limited to
a peak day use of 4.91 million gallons a
day.
Last summer the peak day use
in town was 3.8 mgd, leaving only 1.1
mgd to stretch until April 1, 2010.
Town Manager Mark Williams
and his deputy, Roe O’Donnell, have told
the town board they were sure, when the
agreement became effective July 1 of
2005, there would be enough water to
last for the five years to allow for
growth of up to 1,000 dwelling units a
year.
However, they were
blindsided by a change in water usage.
The large, expensive homes in the town’s
new upscale developments have irrigation
systems which use large amounts of
water. Also, larger homes use more water
overall.
The town staff is developing
an array of water conservation
strategies that will be described
Tuesday night (last night) during the
town board’s work session. These
measures could be used independently of
any imposed by Raleigh.
These conservation measures
could be much more valuable between 2010
and 2020, when the town will receive a 4
percent increase in available water each
year, based on the prior year’s
allocation. Growth can be averaged over
a three-year period.
If Wake Forest was using up
to its limit of 4.91 mgd on its peak use
day before April 1, 2010, then its new
allocation for peak use would be 5.11
mgd for that first year, April to April.
