A spate of building permits in December
– 182 in all for 19 townhouses and 163
single-family homes – drove Wake
Forest’s growth in 2005 sharply upward
to 12 percent.
One of the reasons for the
end-of-year flurry was that builders
wanted to get all 50 of the permits for
the year. The town restricts builders
and developers to only 50 permits per
subdivision per year.
During the year the planning
department issued 1,005 permits for 859
single-family homes, 143 townhouses and
three mobile homes. There were no
permits for apartments.
This past year’s growth is
less than 2004, when 1,116 permits meant
the growth rate shot up to 15.6 percent.
When the Wake Forest
commissioners agreed last year that
Raleigh would own the town’s water and
sewer systems and Wake Forest ratepayers
would pay for $19 million in system
improvements, they agreed that faster
growth – 800 to 1,000 new homes each
year – would shorten the time period to
pay back the debt.
At the same time, Town
Manager Mark Williams has long warned
that the town must reduce its growth
rate to 6 or even 4 percent because it
cannot afford the streets, fire and
police protection, parks and
administration needed when growth is
more rapid.
Part of the $19 million in
the merger agreement is $3 million for
one million gallons of future water
capacity and $710,000 for 200,000
gallons of future wastewater capacity.
In four years, however,
Raleigh will control the number of homes
and businesses that can be built by
rationing the amount of water it
provides to the town and the amount of
wastewater it will treat.
After April 1, 2010, the
city will only provide a 4 percent
increase in water and sewer each year.
That rate drops to 3 percent from 2020
to 2030 and levels out at the city’s
growth rate after 2030.
The contract also specifies
that Raleigh can restrict the town’s
water and sewer growth to 1 percent of
the available treatment capacity “if
problems are encountered with the
implementation of treatment plant
expansion.”

December follow. SFD stands for

builder, the address, the subdivision
and the estimated construction cost, if
included.
