Wake
Forest issued building permits for 51
single-family houses, nine townhouses
and two duplexes during March and at the
same time issued 10 demolition permits,
most of them to the town itself as part
of its program to raze substandard
houses that owners could not or would
not renovate to standard.
The permits in March bring
the first-quarter number of new homes
approved to 230 with 66 in January and
102 in February. If continued at a
steady pace, the town would add 920
homes this year.
The town is struggling with
a water problem: last year’s peak-day
use was 3.8 million gallons. The merger
with Raleigh specifies the town will
have a water allocation of 4.9 mgd based
on peak day use, leaving only 1.1 mgd
available for new construction until
April 1 of 2010.
Planning Director Chip
Russell said the allocation could be
stretched for the four years if the town
held residential building to 800 homes a
year. Otherwise, at 900 to 1,000 homes,
the rate for the past two years, the
allocation would run out in 2008.
Town staff has identified
lawn irrigation at new high-end homes
for the main reason the summer peak use
has dramatically increased in the past
two years.
Last month the staff
suggested three ways – separately or
together – to provide for continued
residential growth:

Reduce the amount of new residential
development.

Buy more water capacity at $3.24 per
gallon.

Modify the way new residents use
water.
Both the town board and the
comprehensive planning committee had
discussed cutting the number of building
permits for subdivisions now under
construction. Board policy has been that
each subdivision received 50 permits per
year with some larger subdivisions
gaining more permits for other
considerations, and the committee and
town board suggested cuts of 20 to 40
percent. If every current subdivision
built all of its allotment, the town
would add 1,396 homes in 2006.
However, last month the town
board’s attorney, Eric Vernon, advised
the commissioners it would be illegal to
reduce the allocations.
Another tactic, the board’s
decision to enact stronger water
conservation methods and education, was
shot down last month also when Raleigh
officials said they did not want the
town to have a water conservation
program separate from the city’s. Wake
Forest residents are under stage 2
conservation restrictions. (See separate

Russell is surveying all
active subdivisions, asking what the
developers plan to build this year and
finding that most will build less than
their allocation. He has said there are
no new subdivisions on the horizon.
There are rumors the remaining 250 acres
of what was the Holding farm on
Friendship Chapel Road will be sold
soon. The land lies between the closed
portion of Forestville Road and the N.C.
98 bypass, from which you can see the
three silos.
The building permits for
March follow with the type of permit,
the applicant’s name, the address, the
subdivision and watershed and the
estimated cost of construction.
