Town still has large backlog of approved water connections
Those go-go days back in 2004, 2005 when the Wake Forest Planning Board seemed to consider a new subdivision every month are gone
However, this does not mean there is no residential or commercial building activity in town.
During June and July builders received 83 residential permits for 11 town homes and 72 single-family homes. And we can almost certainly expect a bump in permit requests this fall before Oct. 1 when the first $1 increase in the sewer availability fee takes effect.
But the background for all building in town is that there is an enormous amount of approved but not yet built homes – single-family, townhouse and apartments.
This week Planning Director Chip Russell said the Gazette’s estimate of 5,750 homes was about right, though his master chart has not been updated since June of last year. His chart is for approved water allocations but expressed in terms of the three types of housing units.
At least two of the projects on the list are dead: the plans for eight homes on the Wake Forest Golf Club property in what was to be the Clubhouse Villas and the 63 townhouses in what was to be Paschal Townes on Durham Road next to Richland Creek.
Some are showing remarkable staying power. Two years ago the town commissioners refused to extend the special use permit for The Alexan, a proposed 288-unit apartment complex on the unbuilt northwestern extension of Ligon Mill Road. Russell said that project or a similar one is “still breathing” and added that the planning staff is holding discussions about a new project on the Dameron property. That tract is a triangle bounded on the north by the Dr. Calvin Jones Highway, on the west by Spring Branch and the future Holding Village and on the east by Smith Creek and a deep ravine. There will need to be a lot of engineering and bridgework before Friendship Chapel Road can be extended from South Main to Heritage Lake Road. (The proposed high-speed passenger rail plan includes closing that Friendship Chapel Road crossing, meaning the future street will not be a true cross-town connector.)
But building is continuing in existing subdivisions including Reynolds Mill, Heritage, Avondale, Majestic Oaks, Bowling Green, Austin Creek, Richland Hills, Avondale, Northampton and Heritage South.
And a national firm, Standard Pacific, bet $4.2 million earlier this year that demand for new homes in Wake Forest would continue when it purchased the 110 unbuilt lots in Northampton.
In June, builders pulled the following 38 permits for single-family homes.

The permit fees totaled $294,371.06, and the new homes will add at least $7,271,439 to the town’s tax base, a figure that will be adjusted when they are completed and appraised by the Wake County Revenue Department.
Also in June, Prominence Homes built five townhouses along Deacon Ridge Street in the Avondale subdivision at 201, 203, 205, 207 and 209 with an average fee of $5,773 ($28,867.45 total) and an average construction cost of $65,771 ($328,858 total).
July’s permits and numbers
The town issued 34 permits for single-family homes during July, taking in $256,825.24 in fees and adding at least $6,038,427 to the tax base.

Also in July, Dan Ryan Builders of Raleigh obtained six permits to build six townhouses along Middletown Drive in the Shearon Farms subdivision. The permit fee total was $40,133.02, but the builder did not indicate the construction cost, which is optional.
